Harrogate District Strategic Partnership (HDSP)
Delivery Structure
Membership of the Partnership is open to any organisation
concerned with the well-being agenda.
The HDSP is has four components
The Wider Partnership: This is open to all
organisations and partnerships interested in the wellbeing of the
communities within the Harrogate District.
The wider Partnership as a whole meets only once per year.
Meeting in conference style this body has been a good forum
for consultation and briefing. It has derived the local priorities
and the conference is a key opportunity to assist in identifying
areas of joined up delivery and working within the District. The
membership of this Partnership grows year on year.
The Executive: Between annual meetings, its affairs are
conducted through an Executive comprising nominees of the lead
agency (Harrogate Borough Council), 4 key public sector agencies
(North Yorkshire County Council, North Yorkshire & York Primary
Care Trust, Harrogate Health Care Foundation Trust and North
Yorkshire Police), plus additional representatives (20 in total)
drawn from the public, private, voluntary and community
sectors.
The Executive meets bi-monthly and addresses a range of cross
cutting thematic issues. These may take the form of consultations,
development of specific projects, sharing of information and best
practice and establishing community leadership within the
District.
The Partnership Executive have the responsibility for ensuring
that the Community Strategy is delivered. It will be responsible
for:
- The preparation and updating of the needs analysis for the area.
- Determining the strategic needs and priorities for the District.
- The development of the Community Strategy and the ten-year vision for the District.
- The production and implementation of an annual action plan and the associated establishment of Delivery Groups.
- Ensuring the action plan is implemented.
- Monitoring and reviewing the implementation of the Community Strategy.
- Publicising the work of the Partnership
- Evaluating the impact of the Partnership on the District and the local community.
The Thematic Partnership Fora: To avoid duplication
within the District various thematic forums are represented on the
Executive who have an interest or involvement in issues affecting
the area and will be largely consultative bodies. They are tasked
with providing the links into their areas of work and to
communicate messages to and fro the Partnership.
They will be responsible for:
- Assisting the Partnership Executive in fulfilling the above responsibilities by agreeing the strategic needs and priorities for the District.
- Co-ordinating and shaping the work of their organisations to ensure they are aligned with the District's priorities and vision.
- Contributing to the review of progress against the Community Strategy and annual action plan on a six monthly basis.
The Officer Group: The Officer Group meets bi-monthly
and always before the Executive. Membership of
the group replicates that of the Executive but at an Officer level.
This group is the delivery mechanism for work arising out of
the Executive.
In order to reduce duplication of work, share best practice
and skills, increase and improve joined up working, enhance
working relations and to maintain links both within the
District and at a countywide level many of the officers at the
HDSP level also represent and feed into countywide
thematic partnership groups.
