The structure consists of:
 
  • LSP Assembly: Who will set the long-term vision and the overall strategic direction of the Partnership. The Assembly will provide leadership for the District, be an influencing body and be strategic decision makers. The Assembly will meet twice a year and host the annual conference. The Assembly will provide the links into the North Yorkshire Strategic Partnership and the Leeds City Region.
 
  • LSP Implementation Board: Who will be responsible and accountable to the Assembly for delivery. The implementation Board will review performance against priorities, targets, outcomes and milestones held within the Sustainable Community Strategy, Local Area Agreement and any other agreed actions. They will co-ordinate the work of the thematic partnerships, have oversight of cross cutting issues and steer collective partnership capacity. The Board will meet bi-monthly.

 

  • LSP Network: Who will be a virtual network of partners to whom key messages and updates on the work of the Partnership will be sent to on a regular basis in order to engage with the wider community.
 
  • Thematic groups:
 
Safer Communities: This is represented in its current form of the Harrogate District Safer Communities Partnership (HDSCP) who will deliver against the Partnership Plan Priorities 2008-11: Safer Neighbourhoods, Safer Roads, Alcohol & Substance Misuse, Crime (violent crime, domestic abuse), Engaging with communities including reassurance and confidence
 
Children and Young People:   The Harrogate Children and Young People Area Liaison Group (ALG) administered by the North Yorkshire Children & Young Peoples Service, Integrated Services Team will be the main partnership within the Harrogate District to address and co-ordinate Children and Young People work areas. The Group's existing work remit and area coverage is to be developed further over the next few months to ensure that it can be all encompassing.
 
Environment Group: The existing Harrogate District Action For Environment Group membership has been extended into a wider Environment Thematic Group. The role of the group will be to deliver in partnership a programme of environmental aspects including climate change mitigation and adaptation, energy efficiency and biodiversity. Three task and finish groups are being scoped focusing on Bio diversity, climate change adaptation and CO 2 reduction.
 
Stronger Communities: The group will focus on four priority areas of neighbourhood management, community cohesion through Prevent, healthier communities and participatory budgeting.
 
Sustainable Communities: The proposal is to develop an overarching Sustainable Communities Group within the Harrogate District to pull together representatives from existing groups to address cross cutting economic sustainability issues and priority areas (including economy, employment and skills, housing, sustainable development, tourism, culture, regeneration and transport).
 
Task and Finish Groups: These will be established/ commissioned to deliver specific pieces of work, for example there are proposals for groups on the Local Development Framework.
 
 
A conference will be held annually for the wider network.
 
Membership of the Partnership will be public, private, voluntary and community sector organisations that are committed to strategic and collaborative working. The Partnership will have the ability to include a number of advisors as non-voting co-opted members. These advisors will be from regional or sub-regional organisations whose roles will be to assist and advise the Partnership on policy and strategy.

 

In order to reduce duplication of work, share best practice and skills, increase and improve joined up working, enhance working relations and to maintain links both within the District and at a countywide level many of the officers at the HDSP level also represent and feed into countywide thematic partnership groups.
